Problems written as specifications, not aspirations — with the record of what has been tried, including what failed. The failures are the part that does not exist anywhere else. The five below are illustrations of the format, written to show what the Library requires. No industrial party has submitted to this prototype.
The Library only works if problems arrive as specifications. “We need better magnets” cannot be searched against or tested. “Coercivity of 14 kOe at 180 °C, no dysprosium, existing sintering line, at most 110% of current cost” can. This form asks for the second kind.
